Make the right to the city a prerequisite to the right to adequate housing (Yaounde, November 26 to 28, 2014)

The National Network of Inhabitants of Cameroon is organizing, November 26 to 29, 2014 , in Yaounde, the fourth edition of the Triennial of Inhabitants, on the theme: Make the right to the city a prerequisite to the right to adequate housing ; which aims to adopt an urban trajectory to transform precarious housing, promote alternative social housing, and defend the rights of the victims of neoliberal policies of financing and land grabbing.

The 2014 Triennial of Inhabitants is a meeting of citizens from 379 communities and cities from Cameroon's 10 regions, endorsed by partner institutions and member organizations of the African Network of Inhabitants from 10 countries. It will be held in Yaounde, the capital of Cameroon, from the November 26th to November 28th, 2014. During 03 days, close to 1000 inhabitants, joined by representatives of support organizations, local communities, special guests, representatives of partners and institutions promoting development, and private enterprises, will meet in a three-way "inhabitants - elected officials - professionals of the city" forum to debate on the philosophy and principles of the right to the city as being a prerequisite for the implementation of the right to adequate housing.

Indeed, the first edition of the Triennial, in November 2004, in the city of Bamenda, had consolidated the process of founding the mutualist movement in the health sector and the affirmation of popular movements such as the RNHC (National Network of Inhabitants of Cameroon) to take action for the renewal of urban governance focused on dialogue and authentic partnership between the three essential segments of society, which are: 

  • THE GOVERNMENT
  • CIVIL SOCIETY ORGANIZATIONS
  • ENTERPRISES IN THE COMMERCIAL SECTOR  

The second edition of this Triennial which was held in Foumban, in Cameroon's Western province, from November 20 to November 24, 2007, was a precursor to a national area of mutualization, of education for citizen action, of three-way dialogue (State - market - Cameroonian Civil Society Organisations (OSCC)), in the face of the issues and challenges of social housing. The housing cooperatives and mutuals which are growing across the country are one of the consequences of this last edition.

The third edition of the Triennial of Inhabitants which was held in Maroua, from November 23 to November 25, 2010, proposed a national strategy for the financing of social housing and mobilized actors for the establishment of partnerships for its implementation.

The fourth edition of the Triennial of Inhabitants on the topic "Make the right to the city a prerequisite to the right to adequate housing"  aims to adopt an urban trajectory to transform precarious habitat, promote alternative social housing, and defend the rights of victims of neoliberal policies of financing and land grabbing.

Specifically, this consists in:

  • Mobilizing the actors to conduct the three-way appraisal of the implementation of the recommendations of the 2010 Triennial, and call for reflections on the right to the city in Cameroon;
  • Examining and adopting the proposals for the transformation of spontaneous neighborhoods and alternative housing for 10 000 000 inhabitants who are victims of neoliberal policies;
  • Formulating recommendations with a view to mobilize resources and build a national coalition to transform precarious housing and facilitate access to adequate housing;
  • Launching the African observatory for the right to housing.

The activities of the 2014 Triennial will involve 02 conferences (inaugural - review of the 2010 Triennial and closure - adoption of recommendations, launch of the national coalition of Civil Society Organizations (OSC) for the Right to the city as a condition of implementation of the right to housing, of the national observatory for social housing, and the Felix Leonard Kamgang Prize for citizen alternatives to social housing), 4 thematic sessions, 01 mini show for citizen alternatives to social housing, a plenary assembly by the National Network of Inhabitants of Cameroon (RNHC) dedicated to its structuration into a popular movement for the right to adequate housing in Cameroon.

At the end of the 2014 Triennial:

  • The proposed trajectory to transform precarious housing and accommodate 10 000 000 inhabitants by 2035 will be analyzed and adopted;
  • The process of implementation of the said trajectory will be launched with the establishment of a coalition responsible for its follow-up, the launch of the Prize for the best alternative to social housing, the Popular African Court for the Right to Housing, as well as the African Observatory for the Right to Housing;
  • The National Network of Inhabitants of Cameroon will be consolidated into a popular national movement advocating the right to the city as a prerequisite to the right to adequate housing;
  • Relevant experiences that may advance the implementation of programs for the transformation of spontaneous housing will be capitalized and exchanged.
