Africités VII, Avant tout les Habitants!

L'Alliance Internationale des Habitants (AIH) a organisé la session "Les associations d'habitants et les autorités locales vers Quito " (Johannesburg, 30/11/15, 9.00-12.30, Africités VII, Sandton Convention Centre, Salle de bal 1A) pour établir Africités VII comme un tremplin vers Habitat III de l'ONU et, en parallèle, le Forum Social Urbain Mondial, qui seront tous deux tenus en Équateur en Octobre 2016.

La session tiendra compte des recommandations élaborées à Africités VI (Dakar, 2012), qui ont appelé les autorités locales et les gouvernements nationaux de l'Afrique, ainsi que les partenaires internationaux au développement et la CGLU-A, à reconnaître et à soutenir le rôle des associations et réseaux d'habitants.

La session fera une relecture des recommandations pour évaluer si oui ou non des progrès ont été réalisés, et identifier les façons pour promouvoir une alternative au néolibéralisme dans nos villes.

Les Villes doivent appartenir aux habitants. Pour cette raison, la Session vise à soutenir les voix indépendantes de tout les habitants comme base essentielle vers une alliance avec les autorités locales et les institutions progressistes, afin, non seulement de revendiquer mais surtout pour mettre en œuvre des politiques pour le droit à la ville.

Vu que les habitants sont les bâtisseurs de la ville, ils ont, par conséquent, le droit de faire évoluer leurs quartiers populaires, bidonvilles inclus, grâce à des politiques qui leur permettent de s’enraciner. Expulsions Zéro et Sortir du Marché pour se loger dignement, devraient être les résultats directs de ces mêmes politiques, et la condition siné qua non à l’implication et la participation des populations dans leur quête d’une gouvernance et d’une administration au quotidien de leur ville.

Juste pour dire que notre objectif est de faire ses propositions à Africités VII en préparation au Forum Urbain Mondial Alternatif et Social et Habitat III.

L’Alliance Internationale des Habitants est un réseau global d’organisations de base et mouvements sociaux territoriaux qui s’engage dans la défense du droit au logement et à la ville sans frontières.

Il est vital que les activités de réseau et les campagnes de l’AIH restent indépendantes de tous gouvernements ou toutes entreprises  . Le travail bénévole et les contributions de nos supporters permettent de maintenir cette indépendance et l’efficacité des initiatives pour le droit à habiter.

Inhabitants session Program

The Inhabitants Associations & Local authorities towards Quito

The session will bring together representatives of social movements, NGOs, elected officials and local government officials to discuss the promotion of dialogue between the parties as a concrete contribution to shape an agenda for the Future of Africa with the People, as well as a regional contribution to the World Urban Social Forum and Habitat III in Quito, in 2016.

The session is grounded in the context of the Recommendations developed by the inhabitants session at AFRICITIES VI, referred to local authorities, the National Governments of Africa, the International Development Partners, and the UCLG-A, to recognize the role of and support the associations and networks of inhabitants, encouraging community-led initiatives and participatory and inclusive urban planning, prioritising the needs of the poorest residents in development, defending the rights of all inhabitants to security of tenure and to dignity, by alternative policies and tools (eg., a multi-actor Advisory Group to monitor and assess local authorities, inhabitants organisations and other stakeholders in order to prevent forced evictions)

Objectives:

  • Strengthen the convergence, the voice and the impact of local associations of inhabitants from poor and marginalized urban neighbourhoods facing the impact of neo-liberalism in the continent in the development of housing policies and urban planning based on human rights and the protection of the environment and the redistribution of resources, in particular, towards the World Urban Social Forum and Habitat III in Quito, in 2016.
  • Jointly evaluate the recommendations of the 2012 Africities Session and whether or not any of these recommendations have been adopted by local and/or national governments, or international development partners.
  • Identify local authorities to engage in a policy debate regarding Habitat III and the WUSF within the context of human rights, the defence of the commons, the equitable redistribution of resources, and our responsibility towards future generations, and especially the need for alternative paradigms to the destructive policies of neo-liberalism and neo-colonialism.
