International Tribunal on Evictions, Session on Climate Change - Two Sessions in One: Santiago de Chile and Madrid
The decision to move COP 25 from Santiago de Chile to Madrid after the withdrawal of the Chilean government from massive social mobilization despite military intervention, was not only a decisive reason for the IAI, to maintain the ITE Session in Santiago de Chile with the help and commitment of the ITE Organizing Committee in Chile (FIMA, SCAC, Techo Chile, Techo International, UKAMAU, ATTAS-FRACTAL, Mesa Social by Vivienda Digna and Ciudad Justa), but even more a second session in Madrid, with the help and commitment of the Plataforma Afectados for the Hipoteca with Ecologistas en Acción.
In sum, the International Steering Committee of the International Tribunal on Evictions has taken the decision to organize two Sessions in one on evictions / displacements due to climate change in parallel with COP 25 with the aim of: improving the living conditions of people and affected communities and have an impact on policies.
The session of the International Tribunal on Evictions will begin on December 5 in Santiago, Chile, as part of the Social Summit for Action for Climate, to continue on December 8 in Madrid, beyond the ocean, as part of of the Social Summit for Climate in parallel with COP25.
The objectives of the ITE session on climate change are:
- Give voice to those affected by human rights violations caused by climate change evictions, the lack of policies to address them, and due to the so-called "environmental" policies;
- Strengthen international solidarity with social organizations that support affected individuals and communities and formulate local strategies for achieving justice and solving their problem;
- Launch a process of political dialogue and advocacy, in front of COP25, the United Nations, national and local governments, economic and institutional stakeholders involved in conflicts and responsible for evictions, to obtain policies that respect human rights and promote environment.
This session will challenge those responsible for climate change evictions and displacement, a serious problem that will threaten more than 380 million people in the coming years. A major theme that, incredibly as it may be, is not taken into consideration by the resilient policies of the COP, even among the indicators that measure the impact of global warming and policies.
The ITE will examine paradigmatic cases, 1 per continent plus 3 from Chile, which have been selected following the appeal launched last August. Victims of the selected cases are invited to testify during both sessions, as well as those responsible for evictions and displacement to answer for their negligence and to be judged.

The ITE Jury : Engaged Activists Experts on Human rights and environment
An international Jury of experts and activists, chaired by Leilani Farha, UN Rapporteur on the Right to Housing, who will issue verdicts and recommendations for solutions that respect human rights and the environment. A People's Jury of activists will interact to discuss issues and propose solutions and mobilization

Local and international mobilization for ITE incidence and follow-up
The Verdict and the Preliminary Recommendations will be presented at the end of each ITE session, the first one during the Marche on December 6th in Santiago de Chile and the second one, in Madrid, during one of the activities of the Social Cumbre, in parallel spaces at COP 25 in Madrid. With the aim of interacting with other organizations and networks for a common document and a mobilization agenda until COP 26 (United Kingdom, December 2020)
These recommendations will be presented to the institutions responsible for the evictions present at COP 25.
30 days after the end of the TIE session, the Verdict and the Specific Recommendations will be sent to the stakeholders involved in each case.
Organizations and networks of inhabitants and environmentalists are invited to mobilize for the implementation of the Verdict and Recommendations. The UN Special Rapporteur on the Right to Housing, who will chair the Jury, has already committed to follow up. Their monitoring will take place during the World Zero Evictions Days in October 2020.
